Navigating South Korea's Telecommunications Landscape: Compliance and Connectivity
clock 4 mins read

South Korea stands as a global powerhouse in technology and innovation, boasting world-leading digital infrastructure, including the world’s fastest internet speeds and a highly tech-savvy population. Its telecommunications market, valued at approximately USD 32.3 billion to USD 35.7 billion in 2024 and projected to grow, presents significant opportunities for businesses. The country leads in adopting advanced technologies like 5G, AI, Big Data, and IoT, with the ICT sector contributing significantly to the national GDP (around 13% in 2022). However, entering or operating within this advanced market requires a clear understanding of its specific telecommunications regulations, particularly regarding phone numbers.

Stricter Regulations and Enhanced Enforcement

Driven by a significant increase in fraudulent activities like voice phishing (vishing) and caller ID spoofing over the years – resulting in substantial financial losses for victims – South Korean regulators, including the Ministry of Science and ICT (MSIT) and the Korea Communications Commission (KCC), have intensified enforcement of telecommunications laws. The Telecommunications Business Act (TBA), the primary legislation governing the sector, has seen amendments aimed at curbing misuse.

Key regulatory points include:

  1. Licensing Requirements: Providing local, non-geographic, and nationwide numbers is a regulated activity. Companies reselling these numbers must obtain the appropriate license from the regulator. This often involves demonstrating financial and technical capability, user protection plans, and crucially, establishing a tangible local presence, including a local office, local employees, and local telecom equipment.
  2. End-User Local Presence: Crucially, these regulated number types (local, non-geographic, nationwide) can only be assigned to end-users who have a demonstrable local presence within South Korea. This measure aims to increase accountability and reduce the channels available for fraudulent international actors.
  3. Anti-Spoofing Measures: Telecom operators are mandated to implement technical safeguards against caller ID manipulation and block numbers identified as being used illegally.

Understanding South Korean Phone Number Types:

Choosing the right type of phone number is essential for businesses aiming to connect with the South Korean market. BICS offers several options, each suited to different needs and subject to specific regulatory conditions:

1. 070 Non-Geographic Numbers:

Features: These numbers are not tied to a specific city or region.

Local dialling format: 070-XXX-XXXX

Reachability: Reachable both from within South Korea and internationally.

Outbound Calling: Local outbound calling service is available using these numbers.

Compliance: Requires the end-user to have a local presence in South Korea.

Use Case: Ideal for businesses targeting both domestic customers and international callers needing to reach the company’s South Korean operations.

2. 1670 Nationwide Numbers:

Features: These numbers function across the entire country and are widely recognized, often inspiring greater trust among local callers. Major global companies like IKEA utilize 1670 numbers for their South Korean presence.

Local dialling format: 1670-XXXX

Reachability: Reachable nationally within South Korea. Not guaranteed from outside the country.

Outbound Calling: Local outbound calling service is available.

Compliance: Requires the end-user to have a local presence in South Korea.

Use Case: Best suited for businesses focusing exclusively on the South Korean domestic market, aiming for strong local recognition and trust.

3. Domestic Toll-Free Numbers:

Features: These numbers function across the entire country and are widely recognized. Calls are free of charge for the callers.

Local dialling format: 080-XXX-XXXX

Reachability: Reachable exclusively from within South Korea.

Outbound Calling: No outbound calling service is available.

Compliance: Requires the end-user to have a local presence in South Korea.

Use Case: Best suited for businesses focusing exclusively on the South Korean domestic market preferring to make the call free of charge for their callers.

4. International Toll-Free Numbers (ITFS):

Features: Allows callers within South Korea to reach the business free of charge while connecting the calls to a location outside of the country.

Local dialing format: 00798-XXX-XXXX, 00308-XXX-XXXX

Reachability: Reachable only from within South Korea. Not reachable internationally.

Outbound Calling: No outbound calling service is available.

Compliance: A key advantage is that obtaining an ITFS number does not require the end-user to have a local presence in South Korea.

Use Case: Perfect for international companies establishing an initial remote customer service presence in South Korea without needing a physical office. However, they may be less recognized than local or nationwide numbers.

5. Universal International Freephone Numbers (UIFN):

Features: Similar to ITFS, offering toll-free access to callers within designated countries.

Local dialling format: 00800-XXXX-XXXX

Reachability: Reachable only from within the countries activated for the UIFN, including South Korea if activated there. Not reachable internationally from non-activated countries.

Outbound Calling: No outbound calling service is available.

Compliance: Like ITFS, UIFNs generally do not require the end-user to have a local presence in South Korea.

Use Case: Suitable for multinational companies wanting a single toll-free number across multiple countries, including South Korea, for streamlined customer support, without needing a local entity for number acquisition.

Conclusion

South Korea’s dynamic and digitally advanced economy offers immense potential. However, leveraging its telecommunications network requires careful navigation of a regulatory environment that prioritizes security and fraud prevention. Businesses must ensure compliance, particularly regarding licensing for providers and the local presence requirements for end-users of specific number types (070 and 1670). By understanding the different number options available, such as those offered by BICS, and adhering strictly to local regulations, companies can effectively establish communication channels tailored to their strategic goals within the vibrant South Korean market.
